Community Heart and Soul Strategic Planning - $6,000

• Community Heart & Soul is a resident-driven community engagement and planning process that helps communities identify what matters most to the people who live, work, and play there. Through conversations, storytelling, surveys, and community events, residents share what they value about their community and their vision for its future. Those ideas are then distilled into community priorities and action plans that guide future decisions and investments. The process is built on the principles of involving everyone, focusing on what matters most, and creating long-term, sustainable change.

• The Monroe City Economic Development organization is using Community Heart & Soul as the foundation for its strategic planning process because it ensures that future economic development efforts are guided by the voices and priorities of local residents rather than assumptions. By gathering input from a broad cross-section of the community, Monroe City can identify shared values, establish clear priorities, and develop strategies that reflect what citizens want for their community. This approach helps build community support, strengthens local partnerships, increases volunteer engagement, and creates a strategic plan that is rooted in the unique character and aspirations of Monroe City.

Community Development Block Grant Dilapidated Housing Demolition Program Match - $70,000

• The Community Development Block Grant (CDBG) Housing Demolition grant program provides a critical opportunity to address unsafe, dilapidated, and abandoned residential and commercial structures that negatively impact the health, safety, and overall appearance of our community. These types of structures can contribute to neighborhood decline and create ongoing public safety concerns, including fire hazards, environmental issues, and unlawful activity.

• Clearing these properties is an important step in strengthening property values and enhancing the overall quality of life for residents. In order to maximize the impact of the CDBG application being prepared by the Mark Twain Regional Council of Governments, the Tax Board is offering up to $70,000 in matching funds. This local commitment ensures the community can fully participate in the program and successfully complete the demolition of targeted properties. 

• City Council Recommendation Form - 

Ralls County Industrial Park Gas Infrastructure Improvements - $8,140

• The City of Monroe City Gas Department received funding support to assist with the expansion of a natural gas line designed to improve redundancy within the industrial park. This infrastructure investment enhances system reliability by providing an additional feed source, increasing overall capacity, and strengthening operational safety for existing and future users of the system.

• The addition of redundant natural gas infrastructure is a key factor in modern industrial site readiness. Reliable and adequately sized utility services are often a determining factor for businesses when selecting a location for expansion or relocation. By improving both capacity and resilience within the industrial park, this project directly strengthens Monroe City’s ability to compete for new industrial investment. This investment aligns closely with the Tax Board’s goal of improving the marketability of the industrial park for business attraction and retention.

Monroe City Senior Nutrition Center Improvements - $3,000

• We recognize the important role the Nutrition Center plays in serving older adults and enhancing quality of life within the community. The Senior Nutrition Center provides more than just meals, it serves as a gathering place where seniors can access services, build social connections, and remain actively engaged in community life.

• Investments in the facility will help ensure it remains safe, functional, and welcoming for current and future users. Improvements to community facilities such as the Senior Nutrition Center contribute to the overall livability of Monroe City and support the needs of an aging population, an increasingly important consideration for communities seeking to retain residents and attract families. By investing in the Senior Nutrition Center, the Board is supporting both community well-being and the broader goal of enhancing Monroe City's quality of life and long-term economic vitality.

• City Council Recommendation Form - 

Mosswood Meadows Golf Course Improvements - $3,000

• The Monroe City Economic Development Sales Tax Board provided a grant to Mosswood Meadows Golf Course to support a variety of facility and operational improvements, including upgrades to the clubhouse, investments in technology and software applications, and the development of internship opportunities for local students and young professionals. These enhancements are designed to improve the overall visitor experience, increase operational efficiency, and strengthen the long-term sustainability of the facility.

• Public recreational amenities such as golf courses play an important role in a community’s quality of life and economic vitality. Mosswood Meadows serves not only as a recreational destination for local residents but also as an attraction for visitors from surrounding communities who contribute to the local economy through spending at restaurants, retail businesses, and other services. Improvements to community facilities help create a positive image of Monroe City, support tourism, and enhance the community’s ability to attract and retain residents, businesses, and workforce talent.

• City Council Recommendation Form - 

Ralls County Industrial Park Site Development - $5,000

• The Tax Board is supporting efforts to secure an option for accessing additional acreage adjacent to the Ralls County Industrial Park, a strategic investment aimed at enhancing the park’s long-term marketability and economic development potential. As communities compete for new business and industrial investment, the availability of shovel-ready sites with room for future expansion has become increasingly important.

• This proactive approach aligns with the Tax Board’s goal of strengthening Monroe City’s economic development assets and preparing for future growth opportunities. Expanding the development footprint of the industrial park increases flexibility for site planning, improves the community’s ability to respond to business prospects, and enhances the overall attractiveness of Monroe City as a destination for industrial and commercial investment. By investing in site readiness today, the Board is helping lay the foundation for long-term economic growth, job creation, and increased tax base development in the future.

Monroe City Chamber of Commerce Investment - $4,000

• Organizations like the Chamber of Commerce are foundational to community and economic development because they provide essential support services that individual businesses often cannot achieve on their own. This includes business recruitment and retention efforts, marketing and promotion of the community, coordination of events that drive local traffic, and advocacy on issues that impact the local business climate. The Chamber also plays a key role in fostering collaboration among public and private partners, helping align community priorities and resources toward shared goals.

• By investing in the Chamber, the Tax Board is strengthening one of the primary engines of community development and marketability. A strong Chamber enhances Monroe City’s visibility to prospective businesses and visitors, supports existing employers, and helps create a cohesive strategy for growth. This partnership ultimately contributes to a more vibrant local economy, improved quality of life, and a stronger ability to attract and retain both residents and industry.
