Community Heart & Soul is a resident-driven community engagement and planning process that helps communities identify what matters most to the people who live, work, and play there. Through conversations, storytelling, surveys, and community events, residents share what they value about their community and their vision for its future. Those ideas are then distilled into community priorities and action plans that guide future decisions and investments. The process is built on the principles of involving everyone, focusing on what matters most, and creating long-term, sustainable change.
The Monroe City Economic Development organization is using Community Heart & Soul as the foundation for its strategic planning process because it ensures that future economic development efforts are guided by the voices and priorities of local residents rather than assumptions. By gathering input from a broad cross-section of the community, Monroe City can identify shared values, establish clear priorities, and develop strategies that reflect what citizens want for their community. This approach helps build community support, strengthens local partnerships, increases volunteer engagement, and creates a strategic plan that is rooted in the unique character and aspirations of Monroe City.
Community Development Block Grant Dilapidated Housing Demolition Program Match - $70,000

The Community Development Block Grant (CDBG) Housing Demolition grant program provides a critical opportunity to address unsafe, dilapidated, and abandoned residential and commercial structures that negatively impact the health, safety, and overall appearance of our community. These types of structures can contribute to neighborhood decline and create ongoing public safety concerns, including fire hazards, environmental issues, and unlawful activity.
Clearing these properties is an important step in strengthening property values and enhancing the overall quality of life for residents. In order to maximize the impact of the CDBG application being prepared by the Mark Twain Regional Council of Governments, the Tax Board is offering up to $70,000 in matching funds. This local commitment ensures the community can fully participate in the program and successfully complete the demolition of targeted properties.

Ralls County Industrial Park Gas Infrastructure Improvements - $8,140
