Community Heart & Soul in Monroe City

Community Heart & Soul is a resident-driven process that helps Monroe City shape its future based on what matters most to the people who live here. Rather than starting with outside plans or top-down ideas, Heart & Soul begins with listening—inviting neighbors, businesses, students, farmers, and community leaders to share their hopes for our hometown.

The goal is simple: ensure that decisions about downtown revitalization, housing, workforce, recreation, and economic growth reflect the real values and everyday experiences of Monroe City residents.

What Is Community Heart & Soul?

Community Heart & Soul is a proven approach used by small towns across America to:

• Bring together voices from every neighborhood and generation
• Identify what residents love most about their community
• Guide local investment and planning
• Strengthen trust between citizens, businesses, and local government

In Monroe City, that means conversations about the places and traditions that define us—our historic downtown square, strong schools, local industries, churches, service clubs, and the pride we feel every time the Panthers take the field.

How the Process Works

Monroe City will move through four phases:

1. Lay the Groundwork – Build a local steering team and invite broad participation
2. Explore the Community – Listen through one-on-one conversations, surveys, and events at places like the library, schools, and community gatherings
3. Make Decisions – Identify shared priorities such as housing options, support for local businesses, youth opportunities, and quality amenities
4. Act Together – Turn those priorities into real projects for downtown, neighborhoods, and economic development

What We’ll Be Talking About

Residents will help shape issues that matter right here at home, such as:

• A vibrant future for Downtown Monroe City and our local businesses
• Housing options that allow young families and seniors to stay in the community
• Supporting employers like our manufacturers, agricultural partners, and entrepreneurs
• Strengthening amenities such as parks, trails, and connections to Mark Twain Lake
• Opportunities for youth, workforce training, and school–community partnerships
• Preserving Monroe City’s welcoming, small-town character while growing responsibly

Why It Matters
